found at old home site

My friend found this at an old home site. It is made of brass and is between 3 and 4 inches long. Any help identifying it would be appreciated. Thanks.
 
What comes to mind when I first looked at it is that a strap or belt would have gone in the shaft part. The pointy end would have gone into a bearing and the 4 paddles would have been used to turn 2 simple gears (each at opposite sides from each other)??? Just my guess...Too large for a flichette dart.

colonial lawn darts...lolol... sorry couldnt help myself...... it does sorta look like some old drill bits i have seen but then again ,not really...
 
Very early plumb bob, the notch's in the fins are to keep the string when wrapped around from slipping.
just a guess ???
