Not sure what kind of metal it is. Doesn't seem heavy enough for lead. The taper end looks broken but not sure if the taper was longer or something was attached to the end of the taper. You can't see in the pic but filing the end shows a very light yellowish color. Seems too light for brass but that is my guess. Any idea's or will this forever be a whatzit?
 
I think what you have is part of a spigot or some other valve. IMHO a perfume bottle stopper is glass not metal. But I don
