Eagle/Person Pin?

Hi-

My hunting partner found what appears to be a badge or pin with an eagle around the circumference. There is a central figure of a man or woman with buttoned coat and high collar which is offset, relative to the eagle. Copper alloy with traces if gilding. Any idea of what this is and/or the period will be appreciated. Thank you and HH, DanInMA
 
My guess is: mid/late 1800's woman's dress buckle. It would have had two connection points at the circular depressions on the back and would have a rod across that area to hold the dress strap (much like the idea of a regular belt buckle). I suspect that if you rotate the item until the image of the lady is vertical, the buckle point on the back will also be vertical.
