Eagle button - date and type? Help!

I was hoping someone might be able to ID this button. Is it military issue? Is so, from what time period? What branch of the armes services? Any information would be greatly appreciated. As you can see by the last picture, the back is a big lump of iron, so not too much additional information to be found there.

btw, does anyone know the official term to use to describe either the "leaves" that are in the eagles claws, or the logo/slogan/banner above the eagles head for the eagle button I found? I'm having a horrible time googling it.
