Dug Buckle on 9-4-2012 need ID

Found this buckle in wesern NY last week and would like to find out what it is, some local guys think it's war of 1812 or older, any help ID'ing would be appreciated

Amazing piece to find! Hand engraved items are really cool because someone spent alot of time making it. Whoever engraved it left alot of room above the eagle and it looks like there may have been something engraved above it. If so, it could reveal quite a bit of info about the buckles use. I'm curious what a dog buckle is, and why you suspect it to be a dog buckle?
 
Ther does look like ther are 5 stars above the eagle and maybe something else but I don't want to clean it until it's IDed
 
I've cleaned it a little more and there are 7 stars across the top above the eagle and a sun coming over some mountains, the sun looks like it has eyes and a nose on it . I have to wait till the weekend for my daughter to come over and tak pics.
 
The US adopted the eagle as an emblem in 1782 so it may well be from the war of 1812. It looks like there are 7 arrows clutched in the eagle claw as well, so 7 stars and 7 arrows may be significant. I would try to contact the curator of a military museum or any other expert in colonial arms and artifacts. I would not be surprised if what you found is both rare and valuable. Great find. I would keep looking in the same place in all metal and dig everything! Congrats and keep us posted as to what you find out.
