Found near St. Augustine Florida

Coin? Dog tag? Something else? Anyone have any ideas?

The other side looks the same. Theres a small hole on the top and the bottom.
 
Looks like the tag they put on some rose plants and other bushes. But it also looks like it might be a tool tag. I think its the first
 
Possibly a "claim tag". At beaches house's when changing clothes to a bathing suit, you would leave your clothes and belongings in a basket. The basket would have a matching number on it. When you return from the beach, the attendant would retrieve the correct basket by matching the tag number.
