does anyone know what this is

Lead seals for goods & provisions. Usually there is a twisted steel wire that runs through the center and the lead seal crushed over it to assure the item/package was complete and un-opened. I have found dozens of them, sometimes you can make out the company name and usually the name of the city the company was in. Most I find have NYC on them as far as city of origin.
