Decoder? and Unknown eagle button

Hello all
The first two pictures are of an eagle button, front & back.I think the metal is brass,That's about all I know of the button..


The next item is some kind of decoder..The Star side At the top it's dated 1938.At the bottom half of the star are the Letters, R O A....
.....The back side has a dial on it with letters on the inside.On the outside edge It's numbered 1-26.Now look back at the front side and you can see the letter
( I ) in the right peep hole.It Measures 1 7/8 in width and I think it's made of copper.Any help with these would be appreciated. Thanks for Looking

is that a 19 38 on either side of the top point of the star.

What happened locally or nationally in 1938? Is it a souvenir?

Hi Jasper

Was reading your post in Bounty Hunter forum which lead me here because I was thinking what the hell is that!! Even a more attractive find now you know what it is. This is another reason why I love metal detecting. Learning about things from the past and a lot of it very quirky indeed.
