cowboy found help needed

I found this toy cowboy in an old yard yesterday and was wondering when these type of figures were made.
It seems to be made of lead and is somewhat heavy. Still has some paint on it.
Quarter is for scale. Any ideas?

I dug a soldier a while back, nice paint, lead and all, but i cut his head off while digging, just wasn't thinking bout lead or anything like that, now i'm more careful, nice find :detecting:
