copy of rare coin

Waiting for the snow to melt so thought I would post this. A friend of mine has an obvious copy of a rare prototype 1787 massachusetts cent (Ryder 2a-F) with many discrepencies compared to the origional. It looks very much like the ones selling on ebay for $2. (site listed below) My question is why doesn't this coin have COPY stamped on it. Is this an illegal coin because of that? Also curious as to why the edge is odd looking. Like layers. The ebay site says their coins are copper plated pewter.
