copper or brass state "coin" - any ideas

slightly larger than a quarter. one side has the name of the state and an eagle and the other side has the shape of the state on it with the capital...
any ideas - found on an "old" beach - found one for colorado and one for montana
 
Probably a collectible promotional item from a gas station or grocery store, or maybe a cereal premium.
