copper gadget w/wheels?

Found this item at old homesite....appears to be made of copper and both wheels turn....the larger wheel had some type of gasket/seal in it...made of some type of fiber...I accidentally scraped it out when I was scraping the dirt out of it. It is approximately 3" by 4". Any help would be appreciated.

MY guess is that it could be a fine tunning wheel from an old radio,possibly 30's or 40's.Only a guess.
