Found a 2001 S North Carolina Quarter, never knew of an "S" mint mark just P & D, Internet says Clad Proof or Silver proof, any info out there on this quarter?
 
The info I have on the coin confirms your information, "S" mint marks were not struck for normal circulation but rather proof sets for collectors. They were struck in either the normal clad or silver, yours being the color it is means its most likely clad. They were 3,094,140 of the clad 2001 S North Carolina Quarter's minted.

Looking at my coin book it looks like somewhere along the way that the San Francisco mint started minting only proof coins and not coins for regular circulation. Looking at the half dollar section NEWER ones all "s" mint mark numbers are bracketed like this (X,XXX,XXX) and only list values in the proof column.
Proofs look to be of of either,
Clad,
Silver Clad,
or 90% silver.
