Civil War heel plate?

Here is the plate I found in a cellar whole in NY state (private land, with permission). Also several spoons from there whose profile dates them 1840-1850. Im wondering if this is too small to be authentic for a soldiers boot, I heard they where later issued for the public. Can anyone judging from the penny size tell me if this could be authentic. it is about 1 and 1/2" wide and about 1 and 3/4" long. I will post soon 2 Civil war tokens I found about 5 miles from there. Thanks folks.
 
As far as I know these type of heel plates were not made exclusively for cw soldiers boots or brogans. Yes they do turn up in campsites from time to time but they also turn up just about anywhere as they were worn by the general public. Yours seems really small compared to ones I have seen dug from campsites. There are several different designs and some people try to attribute these designs to union corps but this is not true. Whether yours was worn by a soldier or not it is a nice find..
