civil war button?

I found a button in S.C. on the front is an eagle facing left, it is holding what looks like an anchor(but the hooks on the anchor are turned sharp like a fishing hook),below its feet appears to be 3 cannon balls, it also has 13 stars around the border. On the back it says VanGuard Corp, New York. Thank you for any help
