Chinese whatzit?

Hello all. I'm wondering if anyone here can help me identify what these Chinese papers are? They date to around the 1940's, and I'm thinking they could be coupon of a sort. I'm trying to identify these for a friend, so any help would be fantastic!

Let me see if I can translate some of that. Keep in mind that it's in japanese using some chinese letters, and I can only translate chinese.

I'll list what I can translate in lines :

1. split? level? Gold repository.
2. special report country lottery
3. 4th issue
4. 28th group/division
5. gold yen

Words on the bottom says 17th year first month

This document's first drawing on 17th year 6th month, paid in cash. Split something something? 5 yen or above, lottery something exchange for something.

left side says japanese relief bank?

Sorry for the partial translation I'm not sure if I got it right but thats what I see.
