Candle holder???

Believe brass...extends, top broken off but looks as if would hold a candle though not a very large area to catch wax,area found in could be as early as 1800..anyone seen one of these? That is a quarter in the pic...no very visible but for size reference.
 
I Have seen mirrors mounted on those extendable arms but it does not look right for that and I dont think its a candle holder because the way you have it pictured is upside down , you can tell by the screw slots.

If you look at the two holes in the base you can see how they are designed to slide down over the heads of two screws or nails.
I'm thinkin what you have is the remnants of an old electric light. We had one similar when i was kid that hung on the wall over our kitchen table.
 
Where would the electric wires run? Is it like the old floor lamps, where the wires were just loose and not running through the hardware?
