Can someone help me out with this bullet??

I found this yesterday in an area that saw military action from Rev. War period up to war of 1812. I'm guessing it's a bullet, but couldn't say for sure. It's 1 1/6" long and 3/4" wide. It looks to have 2 rings on the bottom, and there is a lead plug in the bottom. The really odd part is the large flat top! Can someone tell me how old this might be!? Or what the heck it is for that matter???
