Found this in Latvia, Baltics, have no idea how old of what is it, maybe you can help me? Looks like a brooch of some kind

This looks like, however ornate it is, an old clasp made to hold a garment closed such
as a neck wrap, shawl, etc. in cold weather to keep it from blowing off a ladies neck.

It may not be used exactly for that purpose but a similar purpose on some kind of knit
clothing.

Looks like a harness boss used as a decoration on leather straps on horses... I say this because of the type of attachment hooks on the back..
