Can somebody identify this find ?

I found this on my last detection outing before winter set in and put a stop to it all. I have absolutely no clue. I found it at a site with century old foundations and near an abandoned railroad track. It seems to be made out of heavy gauge brass. It's heavy and has been painted at one time. Thanks.
 
My 1st thought that it may well be some form of a barrel tap,i have a few over the years that are hammered into beer barrels,usually made of brass and the end is slightly damaged as they hammer them into the barrel,yours could be a modern day version for say fuel or oil barrels.

Just a pure guess of course and probably wrong,if your item has a slight taper on it then it could be something like that but if it not then i dont have clue.
 
It is 1/2 of a keg tap. Google for images.
 
sure looks like the tap on a cream separator, if I remember right you could turn it from off to on after the bowl was full of milk and either the crank was at the right speed if it was a hand operated one or when the motor was the right speed. You could also adjust the flow of the milk to so it wasn't coming too fast for the separator. That what it looks like to me. Maybe others that grew up on a farm will comment.

It's the handle or valve for a Barrel/keg tap
Here's a few that I've found over the years.
 
Thanks everybody. I made a search for different terms on google based on the info you gave me here. I got a few images that really look alike when I searched for cream separator and then got the word spigot. So it's some type of "spigot".
