I found this last weekend in the same exact spot as a 1906 Canadian Quarter. It says 16 to 1 on the front and is blank on the back. I believe it to be some type of button or cufflink and would like to hear some others responses on this item of what it is and what the numbers mean. William Jennings Bryan: Election slogan "16 to 1"

The primary issue of the 1896 election was silver. Bryan's campaign called for the unlimited coinage of silver at a gold to silver ratio of 16 to 1. He felt that flooding the market with "free" silver would help the working man pay his bills but the Republicans convinced the majority that he was too radical and Bryan lost the election to McKinley.
