It appears to be a broach. Looks like the pin keeper is still intact. I would bet it was gold plated. HH, Mike
 
It looks to be a piece of victorian costume jewelry. I have several pieces I have dug up over the years. Most has some type of flower and vine motif as yours does.

Clyde, I wouldn't say it is a colonial buckle at all. The picture clearly shows a hasp for a pin. I would lean towards a broach. HH Mike

Hi McDave, It being thin copper,makes it very lightweight, which to me points to it being a Scarff or Shawl buckle /clasp.,Being light weight it would have served to control/join a flimsy lightweight schawl or scarff about the lady's neck/wherever and the thin copper buckle could be seen while not hindering the garment with un-needed weight.HH, Charlie
