Found this button here in the Los Angeles area last week at a sidewalk scrape, on the back is SCOVILLE MFG Co WATERBURY Anyone ever seen one like it ?

I figured out I had the button upside down on it is an eagle with wings spread standing on a shield the a banner in its beak with the words Sovereign National Unity or something like that, its hard to discern.
