BUTTON ID PLEASE

Can you tell me what the lettering across the bottom reads? Is there any backmark on it? I have looked through Albert's book but didn't see one close to it. It resembles a State Seal but it may also be civilian.
 
I cannot find anything on it. I am leaning toward it being civilian but, it could be foreign. Maybe British. Where did you find it?
