Button ID needed please

Could someone help me in IDing this button.
A co-worker found it while going through some things in a house.
I think it came from Penn.
It is about 1 7/8" or 22mm and has the words " SUPERIOR QUILITY " on the back. It is a two piece construction.
Any help is greatly appreciated such as the origin,Mgf dates,and what the "P" represents.

Felix, I've owned several of these buttons. They went on firemen's or policemen's dress coats. Mine were for Petersburg Va and came off a fireman's coat. I've seen them in different areas and I think they were made by Scovill Mfg Co in Waterbury Conn. They could have been used by any city beginning with the letter P. Pittsburg, Philadelphia, Petersburg, etc. Mine were from the 1920s to 1940s. Hope this helps. FRANK
