Button ID Help...

With cabin fever at it's peak and temps in the single digits, I was looking at my finds from the Underground Railroad village. I found this flat button near the other two I posted a few weeks back. I thought this one was too far gone for any ID, until I looked at it under different lighting.

The front was plated or gilted, but nothing remains. It measures 20mm and has an eagle on the back, with olive branches(?)on the bottom, and there is writing on top, but I can only make out the letter "P". Maybe PAT (patent)?

ANY BUTTON EXPERTS PLEASE HELP!
