Button ID help needed

I found this old button at a local park that dates back to the turn of the century
and am looking for some help in IDing it.
I'm guessing it may have come off of a policemans uniform, but it may just be a civillian button.
It has "SUPERIOR QUALITY" on the back and is about the size of a dime.... perhaps a cuff button.

Found this on Ebay. Hope it helps. Also read it could be a postmans button. Ebay has a few of these up.
