BULLET ID

I looked throught the M&M bullet book, but couldn't find anything similar to this bullet. In fact, the section with raised rings didn't have any with 3 rings. If you have a set of calibers so you could give the diameter and length, that would help. Also, there are several people very knowledgeable in CW era bullets up in the Relic forum, don't know if they visit down here.
