bullet ID please

I found this bullet with 4 rings on it and couldn't find it in the M&M book.;.....does anybody know what type it is and the era? It has a hollow round base. thanks
 
Probably in the .45/70 range and post war. The Springfield "trap door" was invented in 1863, but not adapted by the Federal Gov't until 1866. They said the men would fire too rapidly and not take careful aim; thus wasting ammo. What would the Federal Gov't know about waste??
