Buckle ID

A friend of mine sent me this pic of a buckle he found. Don't know it's dimentions. He is new to detecting and this is the first old buckle he has found. Thought it would be nice if I could tell him what kind of buckle it is. I have found a few but most of them are square shaped and rusty. This one looks to be in good condition (not iron?) and the tines (?) are very pointed. I am hoping that is a clue to it's use.

My guess is a garter clip, used to hold up stockings. I think a similar item was posted in the Relics forum over the last few days, along with photos.
