Buckle ID help please....

I found this buckle the other day, about 6 or 8 inches deep. I am not sure if it is a period piece from the 1800's or not, but it was suggested I ask here. It could be from Old Fort Worth, and it was in the right area. Could it be a chaplain's buckle?

Description is that it has a hammered looking face, the cross appears to have some sort of inlay substance, and the back is rough, with no markings at all. I cleaned it just a bit with a brush, but cannot tell anything else about it. Any help would be appreciated.
