Brass whatzit from the deep South.

I found this brass object several years ago in an old city park in southwest Georgia. It is composed of two pieces. It looks like they were "tacked" together, then one was wraped around the other.
 
In your photo, it appears this is one piece. Are you saying it is 2 seperate pieces?
If it is 2 pieces it may help to see them both sides seperated. One section looks
familiar but cannot figure it out. Am thinking possible gun part.
 
Glenn, the dog bone shaped piece is "tacked" to the outer piece, which was mechanically wrapped around it. Now look at the photo to the right which shows the "outer" piece extending to the right and bent inward at the edge to form a groove. I agree that it looks familiar, yet unidentifiable.
 
Man this thing looks familiar. The ears at the top and bottom, the slot cut into the right side
of the back of it in the right picture. It's a quick lock/release for something like a bayonette
or something like that. I gotta think on this one some more.
 
I have found a fired Minie ball at this site. CW is not out of the question.
 
It does look a lot like a service drop clamp but I also could not find one with the attached
piece and all that I could find the part with the notches were twice as thick as what you have
and I couldn't find one made of brass
 
I have found many of these around construction sites in my neighborhood, and is probably a service drop clamp.
