Impressive ID, Taz! I was clueless. I still can't figure out how it was used. :confused:

This flask is often called an "Irish Flask". The measuring dispenser portions out only the determined amount of shot each time the scoop is removed from the pouch. A spring loaded gate closes off the remaining shot.
Three settings for 70, 80 and 90 grains of black powder or 1, 1
 
That one had me stumped. I was distracted by the similarity to a kettle spout.
