Boot or shoe buckle?

Need help dating and I.D.ing this thing. Think its made of copper 1 1/2 in' long and found about 4 in' deep thanks in advance:thumbup:
 
Looks like part of a boot buckle. The boots were made to fit over your shoes in the north they were called Artics.
 
Part of a strap. The short end goes around the center bar through the 2 center sots. This is sewn on the bag or with a short strap. The longer strap is put between the 2 outer slots and tugged snug. Dimilar t a buckle but without the center part that goes through holes in the belt or strap.
