I found this thing in a Lake , I think it gos to a Boat?????????? Thank you all, Mickfin
 
it a fuel tank vent/overflow it go,s thru the hull on the upper edge of the hull and vents the fuel tank,Its why you should aways put a water separating filter in your boat as water will splash into them as the boat runs
