beginner question about the anatomy of stairs

I have some cement stairs outside of my house I was hunting near earlier today. I was getting a strong signal near the steps in which there are no visible nails or metal. Does anyone know if people use metal to build stairs (like inside or under the cement)? I dug a little around the steps and found nothing...am I just picking up a signal from the steps themselves? I think the house was built in the 70's if that helps. I only ask because I do not own the house..otherwise I would tear it up!
 
More than likely the steps are reinforced with steel mesh. There could be some rebar, but there isn't usually. The mesh looks a bit like field fencing only it's a heavier guage wire and is used to add some strength to concrete projects including building slabs.

If owner does not live in the house you could try to break off a little corner of one step to see what is inside.
 
could be pickin' up "rebar"!..reinforcing bars of steel embedded in the concrete!

I already accidentally broke the bottom stair :) I was digging around the bottom step (there are only 2 or 3) and the top of the concrete very easily lifted up. Underneath this thin layer was a cement block (I only know because my grandfather was a mason and I remember them laying around the yard), and I don't see how they could have put a bar through them...maybe the wire mesh is more likely. What I do know is those steps are pieces of crap & need to be redone.

Ina you will notice that on cement walls, big rocks also.
I am thinking it is the signal bouncing back? Are we picking up the detectors signal bouncing back? Just guessing. I don't know? I guess all of us have the same problem.
