I'm not sure about what you're pointing to, but I think you mean those roofed wicker beach chairs?
These are very common on the beaches at the North Sea and Baltic Sea here. Only a few are private, the most are hirable.
We like it a lot to rest some time in a beach chair. Very comfy and shields you from wind.
Many people also hire them to change clothing, so a lot of pocket change can be found there.... oh, and a lot of trash for sure, too.
