Beach Hunting Question

I have read alot of different forums on beach hunting and the most productive areas. I am sure without a doubt that in the water will produce the best finds in certain parts of the country, but I have a question pertaining to wet sand and dry sand only. On the west coast where the water is colder, do the best finds still seem to come from the wet sand. How about southern California? What rule applies to this area? I see alot of people on the beach here but don't seem to be as many in the water compared to say Florida. Your thoughts and opinions would be appreciated. Thanks Ken
