Badge/Medal?

I found this item in a farm field that has items from the 1700's to present day. Does anyone know the age and what it is? Military, civilian, badge, medal, pin, etc. It is about and 1.75 inches wide and tall at the widest parts. It looks like the Eagle had a blue enamel back round and the scroll had a white back round, i think the red is just the metal underneath. I do not see any loops or or other attachment and it is marked D. A.REESE Phila. Thanks for any help you can provide.
 
in the SX sector of the badge you can see a "fascio littorio" a group of rods tied with an axe. you know ? the word fascism.. ?? this is a roman symbol but before fascism was used by many countries in the united states there is a coin with the "fascio" on it ... i think is the mercury dime (please correct if i'm wrong i'm italian)
