This is a friend of mine that I grew up with, He is currently on the west coast of Canada, I am in Ontario. If you have facebook check out his Artwork, Mike can paint Art on an Eagle feather, Which is pretty impressive, His Artwork is for sale, It takes a lot of talent to paint a feather !! I understand you have to be a native American to own an eagle feather in the US too
 
I may have to look that up. I wouldn't think twice about picking up an eagle feather if I found one and then bring it home. :(
