Are these buckles?

Found both of these in Virginia at the same site, which dates back to at least the early 1800s. The first looks like some sort of buckle, the second perhaps just some piece of decoration?

I greatly appreciate any ideas!
 
Short answer.... YES
Top one is the buckle for the back of a pair of pants. used to adjust the waist band.
The other is missing the cross bar. It is a scarf buckle.
