Found this in a swimming beach bottom. The piece has a sort of belt buckle on one side. I thought maybe part of a miners lamp or something, but don't have a clue. The printing on it says "you must keep this surface bright"
 
Your guess is pretty good... chances are it's a reflector assembly from an old miner's headlamp. That could be why it has the writing on it, so that the miner's would keep it cleaned of soot and grime after a day's work.

Of course... good luck keeping it bright now. :D
 
Actually, after looking at a ton of carbide lamps, I can honestly say that your whatzit isn't a reflector.

You know what would be kinda cool, is to have a "Liar's Club" thread every now and then where people post their unusual whatzit's, and people take their best prognostication as to what it is... the thing is they have to 'make it up', and try to sell other people on why they're 'positive' that they know what it is. :D

So... in that vein, I say that it's a solar cigarette lighter that was worn on the head via a headband, only the piece that holds the cigarette is missing (it was held in place by the bolt). That way smokers could just lay out sunbathing on the beach (at the lake), and just slap a cigarette to their forehead whenever they needed a little nicotine fix, without having to move to find their lighter.

Of course their popularity waned after people were found wandering with large circles of untanned skin on their foreheads, so it was easy to tell who was a suntanning smoker (a'la the Scarlet Letter).

This one was lost when a suntanning smoker forgot to remove it from their head before diving into the lake.

At least that's my best guess... ;)
