Anyone here grow brussel sprouts ?

Would ya know why i get these open soft leafy mass things instead o' good round firm brussel sprouts ?
I hope one o' y'all knows what causes this and how i can fix it.
I jist couldn't imagin goin thru a winter without mass quantities o' brussel sprouts in the freezer.

It's not insects ot worms or slugs in 'em.
And they don't ' mature into' good firm sprouts.
They start out this way and jist grow into bigger looser leafy mass thingies.

Last year i had two different variaties i spose coz one did this and the other produced perfect little firm round sprouts.
I hope i didn't make the mistake o' plantin the same(wrong) kind this year.
oh..the horror........................the....................horror
 
Two guesses- 1 they need water, 2 they are planted in the same area that cabbage,califlower,brocoli were planted last year, Cabbage family plants cant be planted in the same place 2 yrs in a row its a no no.
 
Can you elaborate on why not to replant in consecutive years ?
Is there a way that it CAN be done ?
