It looks like someone spilled grape jelly on tne kitchen counter. Oh... you meant the iron buckle. ;-) I think that's a omponent of some sort of horse (or wagon) harness gear. The prongs serve as a handgrip and/or a way to tie-off leather straps or some rope to it.

Kinda looks like brass ? could be a shoe buckle hard to tell by the picture
