anybody know what this is

Just a guess but it looks like it once was a souvenir picture frame to me.
 
If the rectangle is about 3" wide and 1" high, I would guess it the the card holder hardware off a file cabinet. But I don't see any screw holes, unless it had teeth that would press right into the wood.
 
The San Francisco look like it is on the back.....and maybe something was stuck to the front...someone said it might be a badge from the 1939 fair..it's about 3 1/2 inches high by 3 1/2 wide
 
It would be marked as such if from the fair. I agree with the souvenir theory. My guess is that the picture was of the golden gate bridge with the city in the background.
 
You can see where there was some sort of safety pin attached on the reverse side. My guess is a souvenir part.
