Any serious coin error experts here?...........................

Was given this at bank today, would've dismissed it as circulation damage till I observed it under a loop.

what leads me to believe it could be a mint error is the striations coming off the rim @ 2:00, those look to be a result of the larger indention, which has a radius 3/32" larger than a dime, part of the coin press? to large in diameter for the coller.

Not an obvious off center, or a clip, but still I'm curious, any knowledgable opinions?.....fred
