Found this brass wrench today in an area I have found CW relics before, there is an old homestead nearby also but hoping this is more related to the CW era, maybe a gun tool, any help is appreciated.
 
I agree, it's a spigot.

I had a friend look at it, he says it was a door knob. It most likely had a porcelain around it that is gone now. Thanks for the input all!

You only have the Spigot Key, the whole spigot would look like this and the hole in the key serves as the valve that allows liquid to pass through or seals off when turned.....

I agree with the barrel spigot. I have found probably ten or a dozen of these, some complete and some in pieces. I once found 4 complete ones off an old wharf while diving and last week I found a few pieces of one, the outlet and the inlet with the middle missing, about 5 ft apart on an old trail, probably busted up by being run over with a wagon or cattle.

The distinguishing thing is the smooth taper of the stem which would have fitted into similarly tapered pipe and presto when the hole lines up with the pipe the valve is open.
Notice how the handle lines up with the hole in each case so you can see that the valve is closed and it is safe to tip the barrel into the pouring position. The spigot would be placed in the bung hole with the cask in the an upright position. You would not want to accidentally spill some of the contents when tipping the cask over.

This one has a handle more llike yours. Some had handles that required something like a roller skate key to open it, I have seen a few of those too, they might be for liquor kegs to keep the staff from quaffing a few on the side.
