Found this digging in central mass, just cant ID what it is

It looks like it has some curve to it, maybe its a spinner from a fishing lure? It would have to be a large lure though if the spinner is 2".

i think it was flat at one time, has some sort of solder lines or something too big for a lure

Those streaks look like chrome plating bubbling up from rust. It does seem too big for a lure. It looks like it spun counter-clockwise from the shape of it.
Or it could be a part to a pocket watch. I'm looking for one similar but they are all unique with different shapes, ect.

theres no chrome plating on this some sort of silver or lead those are more like solder lines on the piece

Iv'e seen actuator cams shaped similar to that. They were mounted on a shaft and did there thing as the shaft turned. Regulating when and how far a draft/air door on a small furnace would have been a typical use. *Possibly*
