Any ideas on this piece?

I found this at an old park last week and just got around to cleaning it up some.
I noticed it has some gilt left on it in a couple of places and was wondering if someone has any idea as to what it is and how old it may be.
On the back it has two tabs that maybe allowed this to be attached to some clothing or maybe a hat of some kind.
It appears to be made out of brass.

Interesting, probably did go on a strap, seems rather small to go on a belt wouldnt you think? Do you think the irregular edges where intentional or an unintentional result of limited technology? If its brass you'd think something classy or jewelry wouldnt you. Does it have some heft to it?. In a way a striking image, I think that would be cool to find- best bet would be to try and figure out who the character is Otherwise I have no idea, hopefully someone will help you out with some input. CO
