Dug today at an old park....The little hand seems to be on a pivot and has the word "PATENTED"on it. Appears to have been hung on a chain (see attached link). Thanks for any info!!
 
looks like it goes on a podium for an orchestra maybe held music not sure just seen some like it
 
Eric, Just guessing, but it appears that it is just as ornate from the front as the back except the bottom portion which is some sort of latch?? My thought is it may have been the top of a ladies hand bag, as it had a chain of sort for the handle. I'm probably totally wrong, just my thoughts, but is very interesting!!
